Parish Councils are the first tier of government, are the closest to the grass roots and generally regarded as the most in touch with local opinion. Cowlinge Parish Council consists of 7 voluntary members who are elected for a 4 year term to serve the needs of residents. The next election will be in 2011. The Council employs a Parish Clerk to administer the decisions of the Council.

The following items are routinely on the agenda for attention at Parish Council meetings:
Planning applications - these range from the more routine through to the extremely controversial.
Roads - usually the state and safety of the roads, the potholes, the verges, the ditches and/or the volume and speed of traffic.
Open forum - before the meetings begin, time is set aside specifically to allow members of the public to raise any Parish matter. If you have a problem or need assistance or information then you can address the Councillors in person (if you need information, it helps to let the Clerk know before the meeting so that any relevant papers can be made available). If you prefer, you may give the matter to any Councillor or the Clerk in advance of the meeting and they will take the matter up on your behalf.
Neighbourhood Watch/Suffolk Police - we have an active Neighbourhood Watch scheme in the village and the co-ordinator is often at Council meetings to field questions or give information on the latest crimes in the area or means of avoiding them. Our Policeman (Community Police Officer) attends meetings when he can.
St Edmundsbury Borough Council - our representative at the Borough Council is Councillor Robert Clifton-Brown who attends as often as he is able, to keep the village up-to-date on Borough affairs and to take back any problems the village may have with St Edmundsbury.
Suffolk County Council - likewise at County hall, our representative is Councillor Jane Midwood, who also attends whenever she can.
In addition, the Council considers annually, or on an ad hoc basis, a veritable pot-pourri of other items:
Financial assistance - this is given annually to many village organisations (and those outside the village that might bring some benefit to the village). In addition, on start up or in an emergency, any organisation may apply to the Council for financial assistance or other help.
